Check the bleeder screw might be full of rust. or gunk or whatever. Now there are 2 tiny little holes one in the bleeder screw below the threads but above the tapered end and one in the hole where the bleeder screw goes. Both need to be cleaned out! So here is my idea.. sometimes works.
1. open the bleeder
2. start the engine
3. stand on the brakes
this should using the hydraulic pressure should blow the gunk out if not you need to find the little holes and drill them out. if that doesn't work new calipers are in order. They aren't that much!
This is exactly why you should flush the brake fluid every 2 years! Anything other than clear should be outta there! Heres a picture of where that little hole is in the screw just for reference!

they are worn out..
probley due to lack of brake fludid changes...
i have had alot of 88-91 civics.
i have ran into this issue with one caliper that sesied up...
i unsiced it and it would not flow any fluid or move for that matter...
i got new one bleed and drove off...
